                  Lune Valley Pool League 
                   Rules of Play 2010/2011

                  The game shall be known as 8 Ball Pool and referred to in these rules as “the Game”. It is intended that the players and teams should play 8 ball pool in the true spirit of the game and in a sportsmanlike manner. It should be clearly understood that the adjudicator is the sole judge of what is fair and unfair play. The adjudicator is empowered to take whatever action is necessary to ensure these rules are observed.

                   Requirements of the Game

                  The game is played on a rectangular 6- pocket table with 15 balls plus a cue ball. Balls comprise of 2 numbered groups, 1 – 7 which are solid coloured balls, 9 – 15 are striped coloured balls, the 8 ball is a solid colour black. Alternatively, the numerical groups 1 – 7 and 9 – 15 may be represented by 2 different sets of 7 coloured balls. Balls in the 2 groups are known as object balls.

                   Object of the Game

                  The player or team pocketing all their group of object balls in any order, and then legally pocketing the 8 ball (black) wins the game.

                  Commencement of the Game (or Restart)

                  The balls are racked with the 8 Ball (Black) on the 8 ball spot which is at the intersection of the centre and corner pockets.

                  Order of play is determined by the flip of a coin. The winner of the flip has the option of breaking, or requesting the opponent to do so.

                  The opening player plays at the triangle of balls by striking the cue ball from any position on or behind the baulk line. An object ball must be pocketed, or at least 2 object balls hit any cushion. Failure to do so is a foul break and will result in the balls being racked as in 4a. The opposing player then starts the game with 2 visits.

                   If the 8 Ball (Black) is pocketed from the break shot, the balls will be re-racked and the same player will restart the game, no penalty will be incurred. This applies even if other balls including the cue ball are pocketed, or leave the playing surface.

                   On the first occasion a player legally pockets an object ball, including following a foul, then that ball denotes their group, unless one or more of both group before play continues.

                  If no object ball is pocketed from a legal break then the players continue alternatively playing at either group until such time as a legal pot is made which decides the players group.

                  If a foul is committed, other than rule 4d, and one or more object balls are pocketed before playing groups are decided then those balls are ignored in determining the groups to be played. The oncoming player may play at any ball on the table including the 8 ball (black) for the first shot, the first legal pot to determine the group as rule 4e. 

                  If a ball, or balls, are legally pocketed, this entitles the player to one additional shot and this continues until the player either:

                  •  Fails to pot one of their set of allocated balls.
                  •  Commits a foul at any time.

                  Combination shots are allowed, providing that the player hits one of their own group first, or any ball with the first shot following a foul (rule 6c).

                  Fouls 

                  In off (cue ball pocketed)

                  Hitting opponent’s ball with the cue ball on the first impact, except with the first shot following any foul.
                    
                  Failing to hit any ball with the cue ball.

                  Jump shot – defined as when the cue ball jumps over any part of any ball before making contact with any ball.

                  Hitting the 8 Ball (Black) with the cue ball on first impact of the cue ball before all their own group are pocketed, except with the first shot following any foul.

                  Potting any opponent’s ball, except with the first shot following any foul.

                  Ball off the table – any object ball or black shall be returned to the 8 ball spot or as near as possible without touching any other ball.

                  If a players body or clothing should touch any ball.

                  Player not having at least one foot on the floor.

                  Playing or touching with the cue, any ball other than the cue ball.

                  Striking the cue ball with any other part of the cue other than the tip.

                  Playing out of turn.

                  Playing before the balls have come to rest.

                  Playing before any ball requires respotting.

                  Striking the cue ball with the cue more than once.

                  Push shot – defined as a shot where the cue tip remains in contact with the cue ball for more than the momentary time commensurate with a normal stroked shot, or the tip remains in contact with the cue ball once it has commenced its forward motion.

                  Failing to nominate when balls of both groups are pocketed with the first legal pot.

                  Foul Break – failing to pot a ball, or drive at least 2 object balls to any cushion.

                  Penalty Following any Foul


                  Following any foul the offending player loses their next visit to the table, giving the opponent 2 consecutive visits to the table.
                  If the cue ball has come to rest on the playing surface, then the player having 2 visits may proceed to play from where the cue ball lies, or the cue ball may be played from any position on or behind the baulk line. Moving the cue ball in this manner does not count as a shot or visit.
                  On the first shot only of the first visit, the oncoming player may without nomination play the cue ball onto any ball without penalty. If any object ball is pocketed directly or by any combination then the player is deemed to have pocketed a legal ball and continues with the first visit. However the player must not pot the 8 Ball (Black), which would mean loss of game, unless the player was on the 8 Ball (Black). When the player fails to pot a ball on the first or subsequent shot of the first visit play then continues with the second visit. 

                  Loss of Game

                  If a player pockets the 8 Ball (Black) before all the balls in their own group (except on the break rule 4d) the player loses the game.
                    
                  A player going in off the 8 Ball (Black) when the 8 Ball (Black) is pocketed loses the game.
                    
                  A player potting the 8 Ball (Black) and any other ball on the same shot will lose the game – except following a foul when only the 8 Ball (Black) and the balls of the opponents group are left on the table then with the first shot of the first visit the player may legally pocket the 8 Ball (Black) as well as balls of the opponents group by any combination and in any order.
                   A player who clearly fails to make every effort to play a ball of his or her own group will lose the game. 

                  General Touching ball
                  Touching opponent’s ball or 8 Ball (Black) the player must play a ball of their own group, except on the first shot of the first visit following a foul, this entitles the player to any ball.
                  Touching any ball the player is legally entitled to play – the player may choose to either:
                  Play away from the touching ball and be deemed to have played at that ball.
                  Play to move the touching ball, but great care should be made not to play a push shot.

                  Cue Ball in Hand

                  When a player has the cue ball in hand the ball is played from any position on or behind the baulk line and in any direction.

                  Player in Control 

                  A player is said to be in control of the table from the time that their body, cue or clothing touches the table prior to the shot, throughout the visit and up to and until the opponent does likewise prior to their visit. Any balls which fall into pockets during their period are said to have been pocketed – the player in control is liable to any penalties or benefits normally awarded for pocketing that ball.


                  Stalemate

                  Should any situation arise whereby a legal shot is impossible to play, whether this situation is arrived at by accident or design, then the game shall be restarted by the player who started that frame. If in the opinion of the adjudicator neither player is allowing the game to progress or a stalemate situation has arisen, then the player who started that frame shall restart the game. If the player who started that frame did so by virtue of their opponent making a foul break that player will break on any restart and not the player who made the foul break.


                  Guidance
                  The term shot means striking the cue ball once.
                  The term visit refers to one turn at the table comprising of one or a series of shots.
                  The term break refers to the first shot of a game or the first shot of any game being restarted.

                  Coaching
                  Once the white ball finishes its motion at the end of a players visit, partners and team members must not in any way coach the player about to start his/her visit to the table.
                  The adjudicator may if requested advise on the rules of the game.

                  General

                  The Lune Valley Pool League (to be referred to as the LVPL) is an independent unaffiliated body governed by its duly elected committee.


                  Teams applying for inclusion in the league must at all times agree to adhere to the rules and regulations of the LVPL. In all cases of dispute the committee’s decision will be final.


                  The aim of the LVPL is “TO PROMOTE THE PLAYING OF POOL IN THE TRUE SPIRIT OF THE GAME, IN A SPORTSMAN LIKE MANNER”.


                  The “Rules of Play – The Lune Valley Pool League” are an integral part of these Rules and Regulations and govern the playing of the game and the conduct of the players.


                  Management of the League


                  The affairs of the league shall be managed by an elected committee consisting of:


                  A Chairman


                  A Secretary


                  A Fixtures Secretary


                  A Treasurer


                  A Minimum of 2 representatives from each division


                  No person shall hold more than one office at any one time and they shall retire annually, at the Annual General Meeting (AGM), but will be eligible for re-election for the next and any subsequent years.


                  Committee Meetings


                  The Secretary should be responsible for arranging dates, venues and the agenda for all Committee meetings.


                  The Secretary should inform Committee members by post card no less than 7 days before a Committee meeting.


                  Any Committee member who misses 2 consecutive Committee meetings without a reasonable explanation may be replaced at the discretion of the Committee.


                  A quorum shall be two thirds of the Committee members.


                  Admission/Withdrawal of Teams


                  The AGM should be held no later than the last Tuesday in July of each year.


                  There will be one vote per team and vote cards will be handed out on registration.


                  Applications for the admission to a forthcoming league programme must be made to the Secretary at the AGM as follows:


                  By current league teams- at the beginning of the AGM.


                  By new teams wishing to join the league – at the AGM following the election of the new committee.


                  In both cases applications may be opposed, and a full vote will be called to determine acceptance or refusal into the league.


                  Should a team be withdrawn from the league at any time, the points won and lost by that team will be removed from all league records.


                  Players registered with a withdrawn team will be deemed as being no longer registered with the league and will not be allowed to play for any other team or in any league competition without the sanction of the Committee.


                  Fees and Registration


                  A fee of £35.00 shall be paid to the Treasurer at the AGM for each team being registered. The fee is reviewed yearly and may, if necessary, be changed by the Committee.


                  The registration of a player shall be taken from the first recorded result card bearing his/her name of each season (except under rule 10.i.). There is no closing date for registration.


                  Any player reported to the committee for disciplinary reasons may be suspended or banned from playing in the league.


                  Minimum age limit is to be 16 years of age on registration. Any team knowingly playing an under age person will forfeit that match.


                  No player shall play for more than one team in the league during the season (except under provision given in rule 10.i.)


                  In determining the divisions for the forthcoming season the committee shall normally promote the 2 teams at the top of a division at the end of a preceding season to the next higher division, and shall similarly relegate the bottom 2 teams to the next lower division


                  In the case of a tie or ties most games won shall determine the winner. Should both teams tie on points and games won a play-off between the teams, as directed by the committee, shall decide the winner.


                  New teams shall be admitted to the lowest division of the league. This also to include venues where more than one team is playing, the players who played at the venue in the previous season to be the A Team and continue in the same division, and the B Team to be placed in the lowest division (except where rule 16 applies)


                  Fixtures


                  The Secretary will be responsible for issuing a home and away fixture list for each team at least 2 weeks prior to the beginning of the season.


                  Games will be played on Tuesday evening commencing no later than 8.30pm, unless prevented by adverse weather conditions.


                  All teams shall play home and away matches with all the teams in their division, the home team paying for the games.


                  In extenuating circumstances, and with the full agreement of the league Secretary, matches may be rearranged. In such cases the Secretary will make a new fixture date. All leageue games to be completed by 14 days from date of fixture in leauge time


                  Teams failing to fulfil fixtures will be fined a sum decided by the Committee. In all cases of failing to fulfil fixtures the opposing team will be awarded a 9 – 0 victory at the discretion of the committee (except where rule 21 applies).


                  Result Cards


                  Prior to the commencement of each match the home captain shall enter a minimum of four named players of his/her team on the result card, the visiting captain shall then do the same. Captains must ensure player’s full names are entered. Nicknames, aliases, aka are not allowed and any such entries will result in that game being awarded to the opposing player/s.


                  The home team landlord is responsible for supplying a stamp, & the completion of the result card at the end of the match is responsibility of the winning captain which must be forwarded to the secretary within 96 hours of the match. Failure to comply will result in a 0-0 on each and every occasion subject to the committee .


                  Tables


                  Venues are expected to keep their pool tables in good condition and ensure adequate cueing room is afforded around the table for the players.


                  Both captains must agree the table is acceptable prior to the match being played. Captains are not allowed to dispute the condition of the table unless they have at least 6 team members present.


                  Should a dispute arise concerning the condition of a table or the room afforded to players the match should not be played. The Secretary must be informed as soon as possible and a full complaint submitted in writing within 96 hours.


                  Commencement of Matches


                  A team may not start a match unless 4 players are present at 8.30 pm.


                  Players not present to start a game within 15 minutes of the previous game ending will forfeit game; likewise at 15-minute intervals thereafter games will be forfeited.


                  A match adjudicator will be appointed for each and every match.


                  The adjudicator will oversee the match and if requested by either player, or players, be the sole judge of foul play.


                  The home team shall supply the adjudicator for the 1st match, the visiting team for the second and so on.


                  It is incumbent on the adjudicator to be fully conversant with the rules.


                  A team may use one adjudicator for all the games it has to oversee or a different person for each game.





                  Protests


                  If both captains sign the result post card at the end of the match, the result will stand, if either captain has a dispute with the result they should not sign the card and forward a protest as per rule 32.


                  All protests shall be forwarded to the Secretary in writing within 96 hours of the incident


                  All protests shall be accompanied by a fee of £5.00 which will be forfeited should the Committee not uphold the protest.


                  The Secretary on receipt of any complaint shall inform the team captain or individual whom the complaint may affect.


                  All complaints will be heard in Committee and all persons concerned shall have the right to be present and be heard.


                  Fines


                  All fines shall be paid within 7 days of the demand from the Secretary or Treasurer.


                  Failure to pay within 7 days will result in a doubling of the initial fine.


                  Failure to pay within the following 7 days will be dealt with by the committee and will result in suspension or exclusion from the league.


                  Knockouts


                  The Knockout competitions shall be played at the discretion of the committee dependant on the league fixture dates.


                  The Licensee to pay for all the games in the knockout competitions.


                  The Secretary shall issue the dates and fixtures for all knockout competitions.


                  These events may be sponsored.

                  The Singles and Doubles competitions shall be open to all players in all divisions.


                  The Mixed Doubles will require 1 partner to be registered in the League


                  All these Competitions to be best of 3 frames, the final of the Singles to be best of 5 frames.


                  The semi-finals for the team knockout competition will be played over two legs home & away, if the result is tied, then both captains nominate 1 player to play off over one frame.


                  Only players registered in the league may play in the knockout competitions. Players may only play in the Team Knockout if they have been registered before the first game of the Team Knockout.


                  Trophies will be awarded at the discretion of the committee and in accordance with the following:


                  The trophies cannot be won outright.


                  The winning team/player must guarantee to replace or repair ant loss or damage occasioned whilst in their possession.


                  In the event of a team/player no longer continuing in the league trophies shall immediately returned to the secretary.


                  Correspondence


                  All correspondence requiring a reply must include a stamped addressed envelope or postcard.


                  Except in exceptional circumstances all correspondence with teams shall be conducted via the team captain at their home table address.
